Nature of the Position

The District of Sechelt is seeking a Senior Development Planner within the Planning and Development Division. Under the general direction of the Development Planning Manager and Director of Planning and Development, the Senior Development Planner will be involved in land use, development approval reviews and related policies that respond to a wide range of community planning and development issues. The position primarily involves reviewing and evaluating development applications such as bylaw amendments, development permits, temporary use permits, development variance permits and subdivisions, all at a moderate to complex level of application. The position also includes mentoring and oversight to the Administrative Assistant and Planning Technician.  

Essential Competencies

The incumbent will be responsible for subdivision review and acting as Approving Officer when required and must have a strong track record of development approvals and team leadership. Complex development application requiring development permit and zoning amendment are required of the role as well as preparing, and managing consultants, for studies, reports, and statistical analysis for planning projects and improving policy and process flow. The incumbent will provide oversight and mentorship to Planners and Planning Technician. The successful candidate will also participate in the oversight of community planning and growth management issues to address future growth requirements, including development of official community plan and zoning bylaw updates and amendments. The Senior Development Planner provides a critical role in implementing key District goals found within the Council Strategic Plan, Vision Plan, Integrated Community Sustainability Plan, Official Community Plan by developing, interpreting and applying policy, strategies and regulations in an effective and pragmatic manner.

 

Required Competencies

The Senior Development Planner will have a degree in planning or related discipline as well as five years professional experience in the field of planning as well as membership or eligibility in the Canadian Institute of Planners.

 

Preferred Competencies

Ideally the successful candidate will have working knowledge of municipal zoning and development bylaws, official community plans, policies and guidelines as well as knowledge of municipal services and processes. Preference will be given to those with project management, workflow process improvement and supervisory experience.

Working Conditions

This is a regular, full-time, unionized position within the BCGEU. Wage for the position is set at Grid Level 15, $42.43 - $47.15 per hour plus an attractive benefits package. Hours are 35 hours per week, Monday through Friday. Flexibility to work overtime for evening meetings is required.
