RPL is seeking a Senior Human Resources Consultant. The ideal candidate will be a generalist with a passion for staff development. As a member of the Leadership Team, the Senior Human Resources Consultant will work closely with managers to develop and deliver effective training and development opportunities and to promote employee engagement in a customer-centered organizational culture. With a background that includes performance management and attendance support in a unionized environment, the Senior Human Resources Consultant will coach and support managers in all human resources matters and will work with the Director of People and Culture in the development and implementation of human resources policies, procedures and systems that ensure RPL is positioned to provide Regina residents with opportunities for discovery and learning in an inclusive, customer-centered, safe environment.

PURPOSE:

The Senior Human Resources Consultant reports to and supports the Director, People and Culture in the development, implementation and operation of human resource strategies, systems and functions across the organization. Major areas of responsibility include: training and development, occupational health and safety, attendance support and accommodations, and performance management. As a Human Resources generalist, the Senior Consultant also supports other functions as required, including labour relations, recruitment, and job evaluation.

RESPONSIBILITIES AND ACTIVITIES:

1.   Take a leadership role and accountability for multiple human resources policies, processes, and systems as assigned by the Director, People and Culture. Work with other human resources staff to ensure the effective application of all human resources policies and the management and operation of all human resources processes and systems.

2.   Develop, design, and implement staff development strategies and programs in consultation with managers to support the changing needs of the Library.  This includes the management and coordination of training program delivery utilizing internal resources and external providers to maximize knowledge retention and the effectiveness of the programs.

3.   Ensure the OH&S programs, including Committee work, are executed in accordance with legislative requirements.  This includes chairing OH&S Committees as assigned, collaborating to develop safety-related guidelines, procedures, and communications, and participating in the investigation and remediation of safety concerns.

4.   Design, implement, and deliver performance management and evaluation systems and support managers through the processes. 

5.   Support managers through attendance management processes, including accommodation and return to work planning. 

6.   Interpret and apply the collective agreement and legislation to ensure operations conform to legal and contractual provisions. Actively participate in the organization’s labour relations activities including collective bargaining.

7.   Support the Library’s recruitment and selection processes for both internal and external candidates as required and lead job evaluation activities.

KNOWLEDGE, SKILLS AND ABILITIES:

In addition, this position requires:

1.   University degree in Human Resource Management, Administration, or a related field, supplemented with a minimum of 5 years of experience in human resources in the areas of performance management and/or staff development in a unionized environment. A CPHR designation is an asset.

2.   Extensive knowledge of and demonstrated ability to apply current best practices in human resource strategy, systems, and processes.  

3.   Ability to coach staff to ensure the effective application of organizational human resources policies and processes.

4.   Extensive knowledge and demonstrated ability to apply labour and employment legislation within a unionized environment, including having and maintaining a detailed understanding of the current Saskatchewan Employment Act.

5.   Demonstrated ability to establish, negotiate, and administer provisions of union agreements and contracts.

6.   Strong communication skills, both oral and written.

7.   Demonstrated ability to assume responsibility, take initiative, and plan, organize, and carry out responsibilities effectively under minimum supervision.

8.   Knowledge and demonstrated ability to work with relevant software programs, including Microsoft Office, HRIS and payroll systems such as Dayforce.

9.   Demonstrated ability to establish and maintain a co-operative working relationship with other staff members, and the ability to work as a team player.
