POSITION SUMMARY
The Director of Payroll and Benefits contributes to the overall success of the organization by effectively leading all payroll and benefits tasks for the organization, ensuring services are provided in a timely, accurate, and efficient manner for all employees of RainCity Housing. Reporting to the VP of Finance, the Director of Payroll and Benefits provides leadership in all aspects of the planning, implementation, delivery, and evaluation of payroll and benefits policies, processes and practices, in compliance with current laws, legislations, regulations, Collective Agreements, generally accepted accounting principles, and organizational policies and procedures.

The Director of Payroll and Benefits works collaboratively with the Human Resources department, finance department and management staff across the organization on compliance, process improvements, and communication, related to payroll and benefits. The Director of Payroll and Benefits provides strategic oversight of labor costs and budget to ensure that every dollar invested in our workforce is optimized for maximum impact, driving financial efficiency and fostering a motivated, well-compensated team that propels the organization towards sustainable growth and success.

POSITION TITLE: Director, Payroll and Benefits

SALARY: $90,000-$120,000 annually

SCHEDULE: Monday – Friday, 8:30-4:30, hybrid with three days at the office

QUALIFICATIONS

Many forms of education and experience are valued, including volunteering and lived experience of mental health/substance use/homelessness; Minimum education and experience include: 

  • Payroll certification through Canadian Payroll Association. 
  • An undergraduate degree in Finance, Accounting, Business Administration, or a related field 
  • Proven track record of processing 800-1000 bi-weekly payroll and off-cycle payroll using a computerized payroll system (preferably Ceridian DayForce), while responsible for an operating budget of around $63M. 
  • A minimum of 10 years of experience in payroll and benefits in a unionized environment. 
  • 5 years of leadership experience managing programs including oversight funding, budgeting, program planning, policy making, labour and employee relations.  
  • Strong proficiency in payroll processing software with direct deposit. 
  • Advanced level computer skills in all key MS Office, particularly in Excel. 
  • Non-profit experience preferred. 
  • Experience of supervising staff. 
  • An equivalent combination of education, training and experience will be considered. 
  • Ability to understand, communicate and support the mission and values of RainCity Housing, and the models/methods of supporting clients including the principles of Housing First and Harm Reduction. 

LIST OF DUTIES

Technical Duties

  • Plans, organizes, manages, and evaluates the payroll and benefits services of the organization. 
  • Ensures payroll and benefits practices, administration and reporting comply with RainCity, union, audit and government policies, and terms and regulations. 
  • Ensures confidential, timely and accurate processing of payroll for all hourly and salaried employees. 
  • Maintains the employee information, scheduling, and payroll system. 
  • Completes monthly payroll account reconciliations with general ledger accounts. Investigate and resolve any discrepancies that arise timely. 
  • Reviews and remits Receiver General cheques for Income Tax, Canada Pension Plan and Employment Insurance. 
  • Ensures accurate production of government records and reports, such as ROE, WCB reports, ICBC forms, year-end T4s; responds to inquiries from CRA and other government authorities on matters related to payroll and benefits. 
  • Manages the benefits program to ensure timely and accurate benefits administration. 
  • Provides payroll and benefits reports and analysis for audits, budgeting, funding, compensation review, program management and other purposes, as requested. 
  • Stays informed of new legislation, advising management on required actions on an ongoing basis. 
  • Develops and documents payroll and benefits policies and procedures, identifies gaps and opportunities in compliance, processes improvement and streamlining in payroll and benefits related areas; works collaboratively to explore and find solutions. 
  • Reviews employee records with supporting documentation for new hires, current employees and terminated employees as pertains to payroll. 
  • Manages the payroll support ticketing system, ensuring tickets are dealt with in a timely manner to maintain high levels of employee satisfaction. 
  • Trains and supports managers on the employee information, scheduling, and payroll system, as well as on policy and procedure related to payroll and benefits administration. 
  • Manages scheduling as required; ensures all shifts are appropriately staffed and no overtime is accrued without prior approval; monitors staff attendance. 
  • Liaises with internal and external constituents, including service providers, resolves problems and provides requested information. 
  • Performs related projects or duties as assigned. 

Operational 

  • Implements and evaluates work standards in accordance with all applicable federal, provincial, and local standards, guidelines and regulations including policies and procedures.  
  • Establishes and maintains effective working relationships with all levels of RainCity management, employees, employee organizations and their representatives, other governmental officials, people accessing our services, and the public.  
  • Provides strong and effective leadership, and sound advice. Rolls out program delivery models and implements the recommended changes as needed.  
  • Provides strategic oversight and technical direction to ensure procedures are in place and functioning properly; ensures practices comply with external and internal legislative requirements.    

Nature of Leadership and Human Resources Management

  • Recruits, orients, and trains new staff. Schedules and monitors reports’ attendance and deals with absenteeism, authorizing overtime, leave requests, and vacations. Leads the discipline process including evaluation, orientation, development, performance appraisal, professional development, discipline, and dismissal. Identifies, establishes, and communicates clear and meaningful expectations and outcomes.  
  • Manages their team performance and engagement. Provides guidance, direction, reviews work, assesses performance, builds morale, and works on employee relations. Provides mentorship, conflict mediation, integration, coaches, and directs their team members as needed.   
  • Provides leadership to non-supervisory staff by providing work direction on a day-to-day basis, including giving advice or guidance requiring the exchange of factual data and in situations requiring interpretation and judgement.  
  • Provides first line of oversight vis a vis organization changes and Program Leadership and Team compliance. Guides the development, recommendation, and implementation of new or changed policy.  
  • Provides leadership, vision, and strategic direction to a broad range of initiatives and issues. Guides the development, recommendation, and implementation of new or changed policy. 
  • Focuses on stakeholder needs and anticipates, understand, and respond to the needs of internal and external stakeholders to meet or exceed their expectations within the organizational parameters. 

Coverage Support

  • Covers colleague’s workloads during absences such as vacation, illness or leave.  
  • Represents RainCity as the employer in labour management meetings as required; performs bargaining unit staff duties during a strike or lockout.  
  • Participates in the development and implementation of essential service plans, as a member of senior management. 

Health and Safety

  • Ensures the workplace meets all health and safety guidelines and regulations. Ensures that team members are equipped with the information, knowledge, training, and supervision to work safely.  
  • Ensures that effective quality and risk management activities are developed, implemented, and evaluated.   

Magnitude of Responsibility for Financial Resources

  • Works with leadership and the finance team to manage operational expenses in relation to the annual budget. 
  • Monitors program operating budgets for each assigned program, and escalates significant deficits or surpluses. 
  • Accountable for allocating scarce resources, approving budget recommendations and remedial strategies.    

 Decision Making, Strategy, Governance, and Compliance

  • Translates theory, policy, and principles into workplace systems, structures, and rhythms that ensure alignment of daily practices.  
  • Establishes and maintains effective working relationships with all levels of RainCity’s management, employee organizations and their representatives, excluded staff, people accessing our services, and the public.  
  • Decisions require extensive analysis of complex issues to ensure good judgement.  
  • Understands, interprets, explains, and applies relevant municipal, provincial, and federal policy, law, regulation, and court decisions. 
  • Supports the leadership to build and articulate the organization’s strategic framework. Ensures the effective implementation of the strategic plan and efficient allocation of resources. Leads the development and presentation of short- and long-range plans. 
  • Implements and evaluates work standards in accordance with all applicable federal, provincial, and local standards, guidelines and regulations including facility policies and procedures. 
  • Follows guidelines that are unclear and are derived from the long-range strategic plan of the organization, which provides general reference data that guides the organization’s operational plans and involves establishing the overall policy direction of the organization. Has results assessed against attainment of organization-wide objectives. 
  • Makes decisions that are considered crucial to achieving the operating objectives of major segments of the organization.

WORKSITE AND WORKING CONDITIONS 

  • Office environment. 
  • Permanent, full-time, salaried position; expected hours are 8 hours/day, 5 days/week; may work occasional overtime (especially to meet payroll deadlines).
