Senior Planner, Policy

Infrastructure Services Department

(One-year contract position, 35 hours per week)

 

The Town of Orangeville has contract opportunity available for the position of Senior Planner, Policy. This is a one (1) year contract position, anticipated to begin May 2024.

 

Reporting to the Manager, Planning, the Senior Planner, Policy will provide professional recommendations and support to the Town’s planning responsibilities within the context of the provincial planning policy framework as it relates to development applications and maintaining the Town’s long-range planning/land use policy program.

 

Job Duties:

  • Undertake research and lead the preparation of special studies related to certain areas of interest to the Town in response to external issues and/or priorities that require implementation through Town planning policies and regulations.
  • Monitor and analyze emerging planning issues and trends related to the Town’s Official Plan, Zoning By-law, and other planning-related By-laws, to ensure they maintain conformity with the Planning Act, Provincial Policy Statement, Growth Plan and County of Dufferin Official Plan.
  • Coordinate review and processing of planning applications, which generally includes facilitating pre-submission consultation; ensuring submission requirements are met; consultation with departments, agencies, and the public; reviewing development proposals in accordance with Provincial and municipal policy, standards, and guidelines; forming planning recommendations and maintaining application process tracking.
  • Liaise with landowners, applicants, consultants, Council, Town staff, public agencies, members of the public and other stakeholders; provide guidance on issues requiring complex interpretation and sound judgement; mediate and negotiate land development and policy matters.
  • Prepare reports and recommendations for Council and Committees through the Manager, Planning with respect to planning applications, land use policy and planning application process initiatives; prepare development approval documents including drafting Official Plan policies and amendments, By-laws and development agreements.
  • Other duties as assigned.

 

Qualifications:

  • University Degree in Planning or related discipline.
  • Minimum five (5) years of progressive experience, related to development review and planning policy development, preferably in a municipal environment.
  • Membership in the Ontario Professional Planners Institute (OPPI).
  • Membership in the Canadian Institute of Planners (MCIP) is preferred.
  • Registered Professional Planner (RPP) designation is preferred.
  • Thorough working knowledge of the land use planning process and related legislation in Ontario, including the Planning Act, Municipal Act, Ontario Heritage Act and other relevant legislation and provincial planning policy documents.
  • Previous experience presenting before municipal Council/Committees, the public and applicants/consultants.
  • Previous experience providing expert evidence at the Ontario Land Tribunal is preferred.
  • Working knowledge of Microsoft Office including SharePoint, understanding of GIS, web-based applications and other pertinent software.
  • Strong communication skills, both verbal and written; excellent research and analytical skills; ability to manage several concurrent projects and work productively with minimal supervision.

 

The successful candidate will be required to complete a Criminal Record Check, in accordance with the duties of this position.

 

Salary Range: $88,785.06 to $103,865.96, Band 11 on the Town’s 2024 Pay Grid, plus a contract benefits package
