About the role

The Legal Policy Specialist core element of work includes providing operational support on project initiatives managed by MNO’s in-house legal counsel,  which would include but is not limited to activities like the processing of internal financial transactions, planning meetings and engagements and developing presentations, project management including tracking timelines, policy related research, developing project milestone or work breakdown structures, assistance with document management, and co-ordinating project activities with external counsel, vendors, and community leadership.

What you will be doing

  • Utilize specialized knowledge to meet organizational demands, including the process of collection and analysis of data for annual reports, policies, procedures, systems design, and other data useful to identify needs and opportunities
  • Work with internal legal counsel on the development of research within the MNO citizenship or MNO employees.  Interpret and report on results to compile comparative data, impact statements, summaries to guide, inform and advise leadership on variety of initiatives
  • Works to develop or revise policy drafts, briefs or internal reports. Attend and record notes from critical external meetings, frequently providing summary reports to leadership and internal legal
  • Proactively deal with highly political, confidential and sensitive issues, with tact and discretion
  • Develop and lead programs, policies, and proposals based on political, demographic, social and economic research and analysis
  • Attend meetings with senior management, funders, elected officials and government and provide presentations where required
  • Attend meetings when asked in place of in-house legal counsel and provide meeting notes and interpretations of meeting events.
  • Additionally assists in-house legal counsel with general administrative duties as identified
  • Monitor and action email in-boxes that are established for key projects
  • Assist in the development and maintenance of a document repository, library, and/or management system for MNO in-house legal counsel
  • Analyze processes, procedures, programs and other systems, and collect data useful to identify opportunities for additional impact or improvement
  • Research practices and recommend changes or modifications to existing policies, practices or positions
  • Research and prepare detailed and accurate reports, briefing notes and presentations
  • Deal with highly confidential and sensitive issues in a timely manner, with tact and discretion
  • Travel to communities for meetings to give presentations or attend meetings (this may require overnight stays in the community and a varied work schedule)
  • Precedent development and management
  • Other reasonable duties as may be assigned

Qualifications

  • Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
  • Completion of a Master’s degree in a relevant field and or equivalent combination of post-secondary education and experience
  • A high degree of technology literacy and proficiency in standard office equipment
  • Advanced communications skills, both written and verbal
  • Strong research and analytical skills
  • Strong project coordination, including the design and implementation of project work-plans
  • Superior organization skills
  • Highly detail-oriented
  • Demonstrated ability to manage competing demands and assess changing priorities
  • Demonstrated ability to assess situations and problem-solve independently
  • Demonstrated ability to work alone/independently with minimal supervision
  • 3-5 years of experience in a policy analyst (or comparable) position
  • Demonstrated ability to write high quality evidence and data-based reports and professional presentations
  • Demonstrated ability in policy and program development and evaluation
  • Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
  • Previous experience dealing with confidential information

Preferred

  • Knowledge of Métis-specific and broader Indigenous policy and research, key challenges, and programs
  • 5-7 years or more experience in a similar/comparable role
  • Demonstrated ability to write high quality evidence and data-based reports and professional presentations

  • Demonstrated ability in policy and program development and evaluation

All positions at the MNO may require the following:

  • Current CPR/First Aid certification or ability to obtain
  • Completion and maintenance of Vulnerable Sector Verification
  • A reliable vehicle (or ability to rent), driver’s licence, $1,000,000 liability insurance, and a clean driving record
  • Flexibility to work extended hours as necessary
  • Ability to occasionally travel within Ontario for limited periods of time
